City of Huntsville – Historic Preservation Commission Consultant


City of Huntsville The City of Huntsville is seeking a qualified person to fill the position of Historic Preservation Commission Consultant. The consultant will provide professional services to the community by assisting the local historic preservation commission (HHPC) in review of Certificate of Appropriateness (COA) applications, as well as providing technical assistance to staff and citizens.

Consultant will review COA applications on a monthly basis and provide a staff report to the HPCC city contact four days prior to the monthly HHPC meeting. The consultant will receive all COA applications 10 days before scheduled meetings and 3 days before a called meeting. In the case of a called meeting the consultant shall provide a staff report to the HPCC city contact one day prior to the called HHPC meeting.

The consultant will apply the local design review guidelines to the COA applications and provide a staff report detailing each project’s status of compliance with the adopted guidelines. The report will provide an opinion as the whether the HHPC should accept, deny or accept with modifications the COA application. Consultant will attend all regularly scheduled and called meetings of the HHPC and training sessions. The consultant shall also provide technical assistance on issues related to certificates of appropriateness and commission procedures to the HHPC. At scheduled training sessions the consultant shall be required to provide up to ½ of the training sessions with the HHPC on topics to be determined by commission members and staff. Further, the consultant will spend 2 hours a week at the city inspection office to provide technical assistance to property owners on their COA applications.

Applicant must demonstrate the ability to meet the Secretary of Interior’s Standards for Archeology and Historic Preservation as measured by: a) qualifications for personnel conducting/supervising work; b) experience of personnel conducting work; and c) quality of past work conducted by project personnel. Samples of COA reviews will be required.
