City of Huntsville Hauled Waste Policy
A. Purpose and Policy
i. This policy sets forth the
requirements for any hauled waste transporter wishing to
discharge authorized waste materials at any designated City
of Huntsville (COH) Wastewater Treatment Plant (WWTP).
ii. The COH will only accept authorized
hauled waste that has been generated within the City’s
sanitary sewer service area, Madison County (excluding City
of Madison), and Redstone Arsenal.
iii. This policy may be amended without
prior notice if deemed necessary or in the best interest of
the COH by the Director of Water Pollution Control
Department (WPC).
B. Discharge of Hauled Waste
i. The type of hauled waste authorized
to be discharged are septic tank waste, portable toilet
waste, the grit portion of oil/water separators, and grease
trap/interceptor waste.
ii. Grease trap/interceptor waste may
not be mixed with any other type of authorized hauled waste
loads.
iii. Under no circumstance may oily
waste from an oil/water separator or any material containing
industrial or hazardous waste be discharged.
C. Hauled Waste Transporter
Authorization
i. Only COH authorized hauled waste
transporters may discharge at designated COH WWTPs.
ii. Any hauled waste transporter
wishing to obtain authorization shall annually submit,
either by mail or fax, a current copy of each of the
following license/permits:
1) Alabama Onsite Wastewater Board Pumper License
2) City of Huntsville/Madison County Business License
3) Madison County Health Department - Sewage Tank Pumper Permit

D. Hauled Waste Discharge
Location
i. Designated discharge locations,
times and types of hauled waste accepted are subject to
change as deemed necessary by the Director of the WPC.
ii. Authorized hauled waste may be
discharged at designated COH WWTPs as outlined:

E. Hauled Waste Receipts
No hauled waste transporter shall
discharge or cause to be discharged hauled waste without
presenting a completed Hauled Waste Receipt form to the on
duty operator prior to discharge.
F. Conditions of Discharge
i. The on-duty Operator shall be
contacted upon arrival at the designated WWTP and must be
present during the discharge.
ii. The hauled waste transporter will,
in the event of spills or leakage of hauled waste on the
WWTP’s premises, as a result of his acts or faulty
equipment, appropriately clean, to the satisfaction of the
on duty operator, the area involved.
G. Refusal of Hauled Waste
i. The Director of WPC reserves the
right to suspend and/or revoke discharge privileges of any
hauled waste transporter for failing to follow any of the
conditions listed in this policy.
ii. The Director of WPC has the right
to refuse to accept the discharge of any hauled waste
brought to any designated COH WWTP if, in the opinion of the
on duty operator, based on a review of the Hauled Waste
Receipt form:
a) The hauled waste does not meet the
conditions under which prior approval was granted, or
b) The hauled waste could cause
operational and maintenance problems, be detrimental to the
health and safety of COH employees or cause violations of
the COH WWTP’s NPDES Permit or any other City, State, or
Federal environmental laws and regulations.
H. Fees for Discharge of
Hauled Waste
Hauled waste transporters shall pay a
fee for hauled waste discharged pursuant to COH Sewer Use Ordinance No. 77-433, as amended. Hauled waste
transporters will be billed by WPC monthly.
