Mill Creek Choice Neighborhood
The Mill Creek Choice Neighborhood is a transformational, multi-year effort to revitalize the Butler Terrace and Johnson Towers area between Governors Drive and Clinton Avenue west of Memorial Parkway into a vibrant, mixed‑income, opportunity‑rich neighborhood. Supported by a $50 million Choice Neighborhoods Grant from the U.S. Department of Housing and Urban Development (HUD), Mill Creek will deliver new housing, enhanced public spaces, expanded services, and improved quality of life for residents in Huntsville’s urban core.
This comprehensive redevelopment represents more than $350 million in public and private investment, driven through partnerships with the City of Huntsville, Huntsville Housing Authority, Huntsville Hospital, Urban Strategies Inc., McCormack Baron Salazar and numerous community stakeholders.
Community Partnerships and Services
Mill Creek’s success relies on strong collaborations with:
- Urban Strategies Inc. (USI) – delivering “people-first” services including childcare, job training and education initiatives.
- Huntsville Hospital – developing a 125-unit workforce housing facility to support employees and strengthen neighborhood ties.
- Local nonprofits, businesses and educational institutions– engaged through ongoing quarterly partnership meetings and resident engagement sessions.
Project Vision and Goals
Mill Creek’s transformation aligns with the three pillars of the national Choice Neighborhoods model:
