Established by Ordinance No. 92-122 and amendment Ordinance 03-234. Committee composed of seven members who must be residents of City of Huntsville. Place one shall be a practicing veterinarian licensed in the City of Huntsville and a member of the Madison County Veterinarian Association, and shall be appointed by the City Council. Places two, three, four and five shall be members of the community at large and appointed by the City Council. Places six and seven shall be members from the community at large and appointed by the Mayor. Initially places one and two shall be appointed for three-year terms; Places three and four shall be appointed for two-year terms; and Places five, six and seven shall be appointed for one-year terms. Created by Ordinance No. 81-228 and amended by ordinance No. 85-596. Terms are for two years, after the initial terms, which are staggered. Of the eight voting members, four are selected at large from the city’s population; one is to be an employee of Huntsville Utilities; two are to be professional members, such as licensed tree service operators, licensed architects, landscape architects or landscaping contractors, or others appropriate; and one is to be a professional forester, botanist or horticulturist employed by an agency of government or an educational institution. The Utilities employee shall be selected by the director of the utility company; the forester, botanist or horticulturist shall be appointed by the City Council; one professional member and two at large members shall be appointed by the mayor, and like numbers by the City Council.

Non-voting ex-officio members shall be representatives of the Departments of Community Development, Inspection, Parks and Recreation, Planning, Public Works, Traffic Engineering and the City Arborist.

Ordinance 10-361 establishing the Huntsville Police Citizens Advisory Council was adopted by the City Council of the City of Huntsville, Alabama on June 10, 2010. The HPCAC shall serve in an advisory capacity to the Police Department regarding issues relevant to police and community relations. The HPCAC shall be made up of nine members. The members shall be appointed as follows: Two by the Mayor (one from the Human Relations Commission and one at-large); two by the Chief of Police (at-large); and one by each member of the City Council. Authority created by Resolution No. 02-275 making the duration of the corporate existence of the Authority perpetual, subject to the provisions of the Enabling Law. The sole purpose of the Authority is to sponsor a project to be developed and owned by The Redstone Military Retirement Residence Association, a nonprofit corporation pursuant to the Alabama Nonprofit Corporation Act and Section 501c(3) of the Internal Revenue Code, the “User”, including the issuance of bonds for the benefit of the project from time to time.
