SUMMARY 

Old Highway 20 will be widened to a five-lane curb and gutter roadway from Greenbrier Parkway to County Line Road with two new bridges along this corridor.

The project was constructed in three phases. All phases are complete and open to traffic.

Phase 1 is from Greenbrier Parkway to East of Greenbrier Road. This phase is complete.

Phase 2 is from Segars Road to County Line Road and includes the addition of a new traffic signal at the intersection of Old Highway 20 and County Line Road.

Phase 3 is from east of Greenbrier Road to Segars Road. Alignment of Phase 3 has changed significantly with the announcement of Mazda Toyota Manufacturing U.S. (MTMUS) and associated Norfolk Southern rail improvements to serve the site at this location.

This project will ensure safe travel on Old Highway 20 for area motorists and will help ease future traffic delays caused by rail activity and commerce.


STATUS

All three phases are complete and open to traffic.

The City has been awarded Consolidated Rail Infrastructure and Safety Improvements (CRISI) grant funds by the U.S. Department of Transportation’s Federal Railroad Administration (FRA), to include Norfolk funding to improve Old Hwy 20 with a new overpass at the proposed Norfolk Southern railroad crossing to serve the MTMUS site.

An $8 million Federal Railroad Administration grant is aiding in the construction of a grade separation bridge over the existing Norfolk Southern Rail mainline and the new access rail line to the MTMUS campus.
