The City is responsible for the next phase of construction on Winchester Road. This phase contains 2.25 miles of new five-lane roadway to connect to the recently completed portion constructed by the County. The right-of-way acquisition schedule continues to change due to new development/ownership along this growth corridor. Any changes to properties within this area require new legal descriptions and appraisals. Assuming acquisition can be completed this fall, utility relocations will begin shortly thereafter and take 6-9 months to complete. Roadway construction should be bid by ALDOT late this year and take 18 months to complete. However, the roadway construction schedule is heavily dependent upon acquisition and utility relocations.

The City of Huntsville awarded a $33,499,758 contract to Wiregrass Construction Company on Nov. 2, 2023, to construct the Northern Bypass. Construction began in mid-November 2023 with an estimated construction time of three years, weather permitting. This will include 1 mile of road improvements along U.S. 231 (Memorial Parkway) to accommodate the new intersection. The site is now being cleared, and construction on two of the four bridge culverts is underway. Utility relocations including gas, water, sewer and electric are also underway. Sitework has begun on the west side of Memorial Parkway, and work will begin along Memorial Parkway around the end of March as weather permits. There will be single lane closures along the Parkway as work progresses.
