Phase 2 of Mill Creek project moves forward with funding for senior housing plans

Published on November 6, 2025

The City of Huntsville is continuing its commitment to transformative, inclusive development in the Mill Creek neighborhood, as it passed a resolution for Mayor Tommy Battle to execute a predevelopment loan agreement with Mill Creek Phase 2, LP, providing up to $1.98 million in interest-free predevelopment funding.
This financing will support Phase 2 of the Mill Creek Choice Neighborhood Initiative, enabling planning, design and due diligence work to pave the way for full construction.
Phase 2 of Mill Creek will follow closely on the heels of Phase 1, which is scheduled to begin with vertical construction in early 2026. Phase 1 includes an 84-unit universally designed building; Phase 2 will deliver approximately 100 units of senior housing.
“Adding dedicated senior housing is essential to meeting residents’ needs,” said Scott Erwin, City Community Development Manager. “Phase 2 ensures longtime Johnson Towers residents can transition directly into safe, accessible homes on site, while we continue building a vibrant, mixed-income neighborhood that offers opportunity for every stage of life.”
