Incident Review Board Findings– Green Meadow Officer Involved Shooting

On September 20, 2017, Huntsville Police officers responded to a home invasion at an address on Green Meadow Drive.  One of the victims managed to escape after being shot five (5) times and fled to a neighbor to call for help.  After the escape of one victim, the offender, Haraesheo Rice, then led the second (2nd) victim who had already been shot in the face, from the residence at gunpoint. 

 

Officers arrived on the scene and witnessed Mr. Rice standing over the body of the second victim holding a handgun.  Mr. Rice refused to comply with officers commands to drop his gun and instead pointed the gun at officers.  Mr. Rice was subsequently shot by officers.  Mr. Rice succumbed to his injuries at the scene.  Mr. Rice’s second (2nd) victim was also pronounced dead at the scene.

 

The Huntsville Police Department convened an Incident Review Board on October 10, 2017 to review the actions of the officers as well as the department’s policies.  The Review Board consisted of representatives from the District Attorney’s Office, The City Legal Department, members of the Citizens Police Advisory Council, and Huntsville Police Department personnel. The Incident Review Board examined all the evidence and found the actions of the officers involved to be within State laws and departmental policy.  All officers involved have returned to duty.
