City Council approves agreement formalizing HPD, FBI partnership targeting child exploitation and human trafficking

The City of Huntsville approved a Memorandum of Understanding to formalize a partnership between the Huntsville Police Department (HPD) and the Federal Bureau of Investigation in support of HPD’s Child Exploitation and Human Trafficking Task Force.

The agreement enhances coordination with the FBI’s Internet Crimes Against Children (ICAC) investigator, strengthening intelligence sharing, joint investigations, digital forensic capabilities and access to federal prosecutorial resources.

Under the agreement, HPD investigators will work alongside federal partners on online exploitation and trafficking cases, conduct joint operations, collect and analyze digital evidence and support victim-centered response efforts.

Recent joint investigations between HPD and federal partners have resulted in approximately five ICAC-related arrests and two human trafficking arrests. In one case, coordinated efforts led to the rescue of an 11-year-old victim and charges against the offender.

“This partnership enhances our ability to protect children and vulnerable individuals from some of the most serious crimes facing our community,” HPD Chief Kirk Giles said. “Working alongside our federal partners allows us to move quickly to rescue victims, hold offenders accountable and disrupt exploitation at every level.”

Giles says the agreement further strengthens HPD’s ability to investigate complex, technology-driven crimes that often cross jurisdictional lines and reinforces the department’s ongoing commitment to public safety.
