City supports affordable senior housing with HOME funds commitment

The City will allocate $889,000 in federal HOME Investment Partnerships Program funds to support the construction of an affordable housing community for seniors aged 55 and older. The project, Arbours at Moores Mill II, located at 100 Marcus Byers Drive NE, will provide 55 rental units, including 31 one-bedroom and 24 two-bedroom apartments.
The funding commitment is contingent upon the project receiving an allocation of Low-Income Housing Tax Credits (LIHTC) from the Alabama Housing Finance Authority. LIHTC funding is a vital tool for creating affordable housing by offering tax credits to developers in exchange for building or rehabilitating units for low- to moderate-income residents.
Arbours at Moores Mill II is a $19.5 million development by Birmingham-based Arbours at Moores Mill II, LLC. The project will reserve units for individuals at 50% and 60% of the Area Median Income (AMI) and maintain affordability for at least 20 years. Phase I of this project will be completed in summer 2025 and includes 80 units for seniors aged 55 and older.
The City’s commitment of HOME program funds reflects its dedication to addressing affordable housing needs, particularly for seniors. By leveraging federal resources like LIHTC and HOME funds, Huntsville continues to enhance housing opportunities while fostering community growth and inclusivity.
Huntsville’s Community Development department oversees and implements HOME programs and many others to support the vitality of neighborhoods. The goal is to stabilize lower-income neighborhoods, to economically empower lower-income persons and/or those living in lower-income neighborhoods, and to provide assistance to the special needs population in our community.
